DPCC Constitution

  1. This Club shall be called Didcot Phoenix Cycling Club and shall be  affiliated to British Cycling, Cycling Time Trials and Cycling UK.
  2. The Annual General Meeting shall be held in Quarter 4. At least four weeks’ notice shall be given by the committee to the members in order that items for the Agenda may be submitted to the Secretary at least fourteen days before the meeting.
  3. An Agenda shall be circulated to the members at least seven days in advance of the AGM.
  4. The management of the Club shall be by a committee elected at the Annual General Meeting. This committee shall consist of: President, Secretary, Treasurer, Membership Secretary, Welfare officer, Performance Director, Participation Director, and Promotion Director. A minimum of three will form the quorum of a committee meeting.
  5. The quorum for the Annual General Meeting shall be at the discretion of the committee.
  6. A Special General Meeting may be called by the committee, or by the Secretary upon receipt of a request signed by one third of the membership, subject to at least seven days’ notice being given with a copy of the Agenda attached to the membership. A quorum for a Special General Meeting shall be at the discretion of the committee.
  7. The Club financial year shall commence on September 1st and end on August 31st, after which date the Treasurer shall prepare the Balance Sheet and Subsidiary Accounts.
  8. Every individual seeking membership shall complete an online application form and submit this via the British Cycling Website.
  9. The value of the annual membership subscription shall be agreed by a vote at the AGM. Four classes of membership are available: Senior (≥18 years old 1st of Jan), Junior (<18 years old on 1st of Jan), Family (2+ persons at the same address) and Second Claim. Riders may designate Didcot Phoenix Cycling Club as their second claim club with British Cycling or other governing bodies and in such cases should inform the membership secretary.
  10. A moral condition of membership should be assisting with at least one event in the year of membership.
  11. Members riding club events must have at least third-party insurance. New members joining after September 30th shall be entitled to all the privileges of full membership to December 31st of the following year.
  12. No person under twelve years of age will be permitted to join a Club Ride or Training Ride unless accompanied by a parent or other responsible adult.
  13. All first claim members are eligible for club awards provided they meet the eligibility requirements and the ‘moral condition’ of membership.
  14. Honorary membership may, at the discretion of the Committee, be bestowed to members as recognition for exceptional service to the club.
  15. Any member not paying their subscription within six months of January 1st each year shall be deemed to have left the club.
  16. Members shall be liable to expulsion for unseemly conduct at the discretion of the Committee
  17. The Club colours shall be as notified to British Cycling. Changes of club clothing must be agreed at the Annual General Meeting.
  18. Members who, with prior Committee approval, incur expenses for Club business shall be reimbursed.
  19. Didcot Phoenix Cycling Club (DPCC) endorse and ascribe to the Policy and Procedures for the Protection of Children and Vulnerable Adults as stated in the British Cycling Policy.
  20. Didcot Phoenix Cycling Club (DPCC) subscribes to the British Cycling Equality and Diversity policies.
  21. No Alteration in, or addition to, these rules shall be made except with the consent of an Annual General Meeting or Special General Meeting.
