This ISO 20022 handbook contains all necessary information on the Bank’s migration of CHAPS to ISO 20022 messaging. It provides comprehensive information on our approach, policies and timelines, as well as signposting key technical resources, such as the location of technical documents and detail about industry readiness and testing. This document replaces previous publications such as the CHAPS and RTGS ISO 20022 migration publication that was issued in October 2020 and updated in September 2021. The Society for Worldwide Interbank Financial Telecommunication - understandably shortened to SWIFT - is a network that allows banks to communicate financial information securely¹. Previously the Bank gave Direct Participants the option to migrate to receiving daily statements as a camt.053 ISO 20022 message at either ISO 20022 go-live (previously April 2023 and named Transition State 2.1) or go-live of the new RTGS core settlement engine (previously summer 2024 and named Transition State 3). The Bank will adapt these choices to the updated timetable as below:

The high values in October 2022 were driven by active markets relating to interest rate rises and the UK government’s fiscal event. The average daily value for October 2023 was 3% below October 2021. Financial institutions and some of the largest businesses use CHAPS to settle money market and foreign exchange transactions Under our integrated risk management approach, we use a single, combined risk register for RTGS and CHAPS with common indicators and reporting procedures. This includes assessing both emerging and established risks specific to RTGS and CHAPS (in line with the Bank-wide risk management framework). The Bank is currently undertaking a major programme to renew the RTGS serviceincluding having adopted the ISO 20022 messaging standard for CHAPS from 19 June 2023; and a new core settlement engine in summer 2024.Each change requires technical preparation, including change freezes to the current RTGS infrastructure to safely deliver the necessary changes.

Furthermore, the United States has approximately three times as many boxing champions as the second-most country, which is Mexico. The United States is still the dominant country when it comes to boxers. Which Country Has the Most Boxers?

As the transition towards the renewed RTGS draws closer, we are also undertaking significant internal work to ensure that we are sufficiently prepared. We are making investments to ensure that the technical and system changes required to support the transition are in place in sufficient time. We are also embarking on an extensive training programme for our staff. This is to ensure that they have the required skills to use the suite of new systems that will be put in place. Industry readiness Over the coming period, we will continue to engage bilaterally with key stakeholders to discuss how our proposals could specifically impact them. We intend to analyse the responses to the consultation and publish a summary around the end of the year. The new tariff framework will not be implemented before the delivery of the new RTGS core settlement engine, expected in Spring 2024. Retail fraud in CHAPS The renewed RTGS service will be built to support a substantial increase in the number of CHAPS direct participants – with a simpler and more proportionate joining process than now. For example, testing will be streamlined for new joiners as well as existing CHAPS direct participants.

For 2021/22, our focus was on ‘preparation and realisation’, ahead of the transition to the renewed RTGS. Key outcomes and activities were focused around our four strategic themes. The Bank has a strong focus on making its infrastructure as stable as possible, targeting availability for at least 99.95% of its defined operating hours. RTGS availability in 2021/22 was in excess of 99.99%. Be a participant within the definition set out in the Financial Markets and Insolvency Regulations 1999 Our self‐assessment is based on the principles relevant to the Bank’s RTGS and CHAPS services. Some principles are relevant only to characteristics associated with specific types of Financial Market Infrastructures, and hence did not apply to one or both of the RTGS and CHAPS services. The CHAPS Reference Manual sets out the rules that CHAPS Direct Participants must meet. The Bank undertakes assurance of CHAPS Direct Participants against these rules before permitting access to CHAPS and on an ongoing basis. Risks are regularly managed through the participant performance and assurance framework which assesses compliance against rules within the CHAPS Reference Manual.

In some cases, children take boxing as seriously as they take any other sport. Therefore, the United States also has more boxers than any other country. Is Boxing Safe? There is a Bank-wide risk management framework, complemented by a local framework specific to RTGS and CHAPS. In line with the governance arrangements outlined above, the RTGS/CHAPS Board has delegated the setting (and monitoring) of the RTGS and CHAPS risk management framework and risk profiles to the RTGS/CHAPS Board Risk Committee. This Risk Committee is also responsible for monitoring the RTGS and CHAPS risk tolerances – consistent with the overall Bank risk tolerance. It provides assurance to the Board that the Bank is fulfilling its risk management responsibilities as the operator of the RTGS and CHAPS systems. It also plays a key role in providing strategic steer and challenge on the risk framework’s design and implementation. Work on understanding operational aspects made good progress in 2020/21 and we have continued to work with UK Finance to encourage the industry to seek to understand and mitigate legal barriers to the implementation of a VSSP. In the first six months of 2023, the average daily volume was 204,935, an increase of 1.2% from January - June 2022.
